NTC Moves Towards Sydney Accord Provisional Signatory Status. The National Technology Council (NTC) has made a major advancement in its efforts to become a temporary signatory to the Sydney Accord. Prospective signatory nations must be acknowledged by the Sydney Accord and receive support from two mentors to apply for provisional signatory status. To accomplish that, NTC is working with Malaysia and New Zealand. New Zealand has suggested Dr. Paul Wilson, Managing Director of Vintage Lane Consulting Limited, as a possible mentor, even though Malaysia has not decided yet.
Dr. Wilson, the mentor; Bret Williams, the worldwide manager of engineering; Nasir Shah, the director general of HEC’s Quality Assurance Agency; and Fahd Amin, the assistant director of NTC, were present at the online meeting on this topic.
Bret Williams and Paul Dr. Wilson were commended by the NTC Chairman for their willingness to help the NTC obtain provisional signatory status. He clarified that the Higher Education Commission (HEC) Chairman has complete administrative, financial, and academic control over the NTC, which is a division of the HEC. This autonomy is essential to being able to sign.

It is important to remember that as part of the mentoring activity, the mentor must physically attend one or two NTC accreditation visits. A provisional date for Dr. Wilson’s visit is September 2024.
A lot of concerns were raised throughout the discussion regarding protocols, the division of HEC and NTC’s regulatory responsibilities to avoid duplication, the frequency of regulatory visits, etc. The explanations given by Imtiaz Gilani, Nasir Shah, and Fahd Amin were fully satisfactory to Bret Williams and Dr. Wilson.
